Recommendations on how to drill here?

Hello y'all!!

As you may or may not know, I recently put in my new 363. Unfortunatly all the mocking up I did, I forgot to include the e brake bracket.

At this time I have zero desire to remove the header. Any ideas how to start a hole for the self tapping screws that Ford used? I moving it over about 1/2" or so.
I am trying to use a small drill bit but since I cant hit it perpendicularly, it wants to walk.

If what @Russstang does not work, I could lend you my right angle air drill. (yes, we would have to figure shipping) It is similar to below. Thread in bits avoid the bulk of the chuck.

I bought one of these from HF. I tried an attachment beforehand but it didn’t work out. Just another option.

i have a cheap air powered 90 degree drill from hf, it's priceless at times like this. i actually used it to do the same thing.

Yep it's something you may not use a lot, but when you need it you'll be glad you have it. I bought an air operated unit a few years back. You'll be able to get into some pretty tight spots.
