Not run in two years = leaky trans and may need full fuel system r&r(-)........6 cyl(-)......cosmetic problems(-).....sat outside = cowl ?(-), appears everything is there(+), 2 new tires(+)......I wouldn't go more than 3500, if that. That could pass for one that my nephew had around Sioux City Iowa about 7-8 years ago.

They were optional that year; required by Federal Mandate in 1966.
