After testing the relay and the spare I bought it all makes sense now. The relays have the two 87s connected together inside the relay. They have .2 ohms resistance between the two 87 terminals. Seems kind of high for something that close together and soldered but whatever. Thinking about it the real issue is the feedback ground though the starter. If the two 87s were not connected physically inside the relay this would not be an issue. These circuits must remain independent.
