Need a suggestion to fix my shifter

I need some suggestions.. There are three bolts that hold my sifter to the transmission. The front bolt that I circled in red has a sheared off bolt in in. I pulled the transmission and tried to drill it out with a colbat drill bit and the bolt is so hard, I could not drill into it after about 3 hours.. I screwed up the threads and jb welded a heli coil in it. The back two bolts keep working their way out even after locktight. shifting the car works it out in about 2 - 3 months. I have wrenched it down as tight as I could get it.. I REALLY don't wnat to pull that transmission again.. Any thoughts?

Drill the heads and wire them once tightened....or buy bolts with the holes there.... Did it on aircraft for every bolt....racers do it also.

If you go the safety wire route harbor freight has safety wire pliers. Heck you can borrow mine.
