Front Seat Belt Bolts Installation?

I ordered some AMK seat belt bots from NPD because I was tired of looking at my old ones.

It came with 4 bolts, 4 rubber washers and 4 steel washers. As pictured.

I guess the rubber goes up against the bolt head. Then the seat belt. Then the steel washer?

I am asking because the bolt will not go completely thru the steel washers. Is that space supposed to be there?
Or is the hole in the steel washer too small? (Waiting for the jokes)

I am going to take a stab and this and guess that the bolt will fit tight against the washer and allow the seat belt some movement.
