Yeah. I guess I'm stumped now too because of that. I just replaced a fender and plastic inner on a '98 car and 99.9% of the attachment points were on the fender lip...

Maybe.....or break.
Since it is a attachment point it is usually a tab of the inner fender with some sort of connector (pastic screw/bolt). Bending the metal attach point would only break this connection or distort the inner fender in some way....This is all conjecture on my pint...that's why I'm asking.
 
I've got some experience with plastic inner fenderwells and you're correct, they are pretty flimsy, but rolling the metal fender lip will likely result in "pinching" the plastic inner fenderwell providing more of an attach point then the cheap plastic tabs/push screws. It'll likely work okay.... besides, it'll probably only be used on ricer cars, so who really cares?
