Dash assembly sequence for 70 Mach with AC?

Have got all the sheet metal repairs done, the car is painted inside and am ready to go back together. The car was a partial basket case when I got it with the instrument cluster, dash pad, clock and soem wiring removed. Am ready to begin inside re-assembly now. I remember the AC box and duct work was a royal pain to remove and I just about had to remove the dash to get the evaporator box out.

I am not very familiar with these cars as this is my first. I am trying to avoid tunnelvision on reassembly that results in taking things bck apart becuase I forgot that something needed to be in place before I began. So from a high level, I plan to proceed as this:

1. insulate the bottom cowl and firewall
2. install AC box
3. install lower dash
4. install AC duct work
5 install underdash wiring
6. install AC/heater control and vaccuum lines
7. install instruments, clock panel, and dash cap
8. install steering column

Am I close?

Yes...
2a) install pedal support
2b) hang/mount pedals

I'd put in the wiring before the duct work, and I'd install the steering column before the upper dash/instruments...
