Yes, but you need to be careful about wide tires interfering with the trap door mechanism. A 215/70/R14 just barely cleared the lever.The mat is not needed because the tire fits over the area.

Just set the tire down, and then drop a dowel with paint on the end right through the center of the wheel hub. That should mark the spot you want to center the bracket when you finally weld something in.
Um.... just make sure the new bracket position isn't on the top of the gas tank... lol. Also, any homemade mounting bracket position would need to be in a position that would not prevent the removal of the fuel tank.
6.95 x 14 was your standard size tire back in 1966. This is the rough equivalant of a 195/75/14 size tire. Your 190/70/14 tire should be diametrically smaller than the 195/75/14 and should fit without bumping into the taillight housing. There's not a lot of room though and thus the reason a lot of people opt for a "space-saver spare".
