Will a full size spare fit in the trunk of the '66 Fastback? Is that why the mat isn't complete on the passenger (right) side?

Yes, but you need to be careful about wide tires interfering with the trap door mechanism. A 215/70/R14 just barely cleared the lever.

The mat is not needed because the tire fits over the area.

I'm sure there's supposed to be a bracket attached to the trunk floor, which of course is missing from mine. Can you give me an idea of where it's located? Can a replacement be bolted or should it be welded?

I have to look and the car is on the lift right now, isn't there just a hook the hooks into a loop on the floor and then a wing nut holding the tire down?

Mel is correct, of course. The bracket is not parallel to the outside of the drop-off. It measures 13.25" at the forward end from the outside and 12 3/4" at the aft end. The center of the bracket where the loop is is 14 3/8" to the drop-off. The center point of the loop is 12 1/2" to the valence. The aft end measures 9 3/4" to the bottom of a lip, and 10" to the valence. The forward driver's side edge measures 13 1/2" to the LH side of the flange of the rear door panel.

It appears at the bottom that there is 12.5 plus 13.5" of clearance, or about 26" total for the tire diameter. Since the panels (fore and aft) tilt a bit, you can probably get a 27.5" tire in there for hold-down, with the tire being slightly off-center from the tie-down bracket.

I believe the spare hold-down position is the same, but not positive. In the FB, it is the only place it can go, due to the shallowness of the trunk.

NPD shows the same drop-off panel for 65-68, and the picture shows no bracket, so that's no help. The 64.5-65 Weld and Sealant Assembly Manual shows the installation of those panels, but no indication of where the tie-down goes. No specificity for body styles, either.

Just set the tire down, and then drop a dowel with paint on the end right through the center of the wheel hub. That should mark the spot you want to center the bracket when you finally weld something in.

Um.... just make sure the new bracket position isn't on the top of the gas tank... lol. Also, any homemade mounting bracket position would need to be in a position that would not prevent the removal of the fuel tank.

I just set the tire in to mark the spot for the hold-down. There sure isn't much room, even with a 195-70-14. Is there supposed to be something to prevent hitting the rt. tail light plug?

6.95 x 14 was your standard size tire back in 1966. This is the rough equivalant of a 195/75/14 size tire. Your 190/70/14 tire should be diametrically smaller than the 195/75/14 and should fit without bumping into the taillight housing. There's not a lot of room though and thus the reason a lot of people opt for a "space-saver spare".
