Yes, I know its a trivial paltry amount.

But with this guy's attitude, I now believe he may have indeed renegged on the transaction because he didn't get the $ he was expecting. All I am asking for is 100% reimbursement for what I paid. Yeah, its only $5 but its coming from an unscrupulous individual with no apparent business ethic.

I'll just go to Paypal to get this.

I had heard they did that. The feedback thing has been a joke, though for many, many years. I have 1 negative feedback out of all the transactions I've done as either a buyer or seller on ebay, over the last decade.

My negative feedback was when I bought a '69 fender, using the "buy it now". I then immediately paid for it. THREE days later I get a message from the seller saying they are out of stock on the item ... that's right, you can do a buy it now on a part they don't have! They said they had no idea when they would get more in (yet they still had more listed on ebay). I told them I wanted an immediate refund. They said it would take two weeks to process my refund.

I left a scathing feedback saying this guy was selling parts he didn't have, and running his business by having others float him money. So this a$$clown immediately leaves me a negative feedback just stating "no need to get nasty with the feed back". Then he tries to get me to cancel my feedback, which would move both of our feed backs to neutral. I refused to do it. I figured everyone would see what was really going on.

That's not what I was getting at. If this guy doesn't know what he is doing and sent you money as a transaction instead of using the refund feature within paypal, that means you as the recipient of the money paid a transaction fee to paypal. Does your paypal account page show the money you got from him so far as a refund or as money received? If it is shown as money received, there is likely a transaction fee associated with it. So follow me here. You send him $100. He pays 2.9% plus $.30 transaction fee and ends up with $96.80. If he were to refund you the full amount, ie, the full $100, he gets credited with the $3.20 fee so you still get $100 and he has paid nothing in transactions fees. If he instead sent you $96.80 as a transaction instead of a refund, you then pay 2.9% plus $.30, and end up with $93.69. So you are out in this case 6 bucks. Not saying that it happened that way, just showing what happens if the refund is not processed correctly. As another option to explain what happened, is he may have in fact given you a refund, but not understanding how it works, he may have just refunded you the $96.80 instead of $100, thus you were shorted the 2.9%. I suspect that is what actually happened, as he did not understand he would be reimbursed the fee if he gave you a full refund.

However it happened, I 100% agree that you are entitled to and are due the full amount that you paid.

BTW, as an officer who sometimes has to deal with shady Marines, I'd have no problem kicking a guy in the a$$ if necessary in a situation like this. Although in fairness, if I got a phone call or an email from somebody claiming fraud against one of my guys, I have to tell you, my guy gets the benefit of the doubt until I'm convinced he needs kicked in the a$$.

You could reply via email, that yes, you would like a copy of his orders, because you'd like to know what unit he works for so you can notify his CO of his unethical side business practices.

Paypal will only let me refund the initial amount to them and will not credit me. I may send a request for pmt but I think I will just let it go. Actually, the transaction closed at $165. My eBay bux kicked in for $13 so my initial net pmt to them was only ~$151. My net on the pmt they sent to me later was ~$155, so I actually gained $4-5.

Nonetheless, the guy really isnt very considerate of others. Had it been me under these unique circumstances, I would have done all in my power to prove to my buyer I was on the level. If I said I filed a police report, I would fax or email them a copy on my own accord. Also would have made CERTAIN the buyer was 100% reimbursed.

I feel sorry for whoever buys that Charger - looks like a real rust bucket from the bottom side.

Still looking for a 69-70 trap door. :dh

File a Paypal claim since he didn't essentially refund your entire amount. He merely sent you money via paypal instead of refunding your payment (there is a difference). That'll get his attention

they wont do it, I just got off the phone with them. They urged me to refund the amt back to them and let them reissue pmt as personal or a gift so they absorb fees.

I dont have that level of confidence in these people now.

I had one transaction go bad. Lady won an auction for some college football tickets, then decided she couldn't go. When I complained to her that was uncool, she just quit replying to my emails. I found out that ebay gives you 90 days to leave feedback. 89 days, 23 hours 55 minutes, I dropped the negative feedback. She had no time to reply :)

They changed the feedback policy so that sellers no longer can give the buyer negative feedback, which in this case would be retaliation feedback. That was the biggest reason for the ebay feedback change from what I heard.
