Basically all it does is fool the choke into thinking the engine is warmed up sooner than it really is. (and make the carb hot) I'd block it off and forget about it.Is there a Competition Sales in town still?
The heat cross over doesn't really "fool" anything, it warms the floor of the intake manifold up to help the fuel stay atomized and keep it from puddling on the floor of the manifold. I would guess you don't need one in Texas though. Try a FelPro performance gasket set. They come with two styles of gaskets for the cross over passage. One set is open and the other is blocked.

Here's the gasket you want from Summit: http://www.summitracing.com/parts/FPP-1250/?rtype=10It's the 1250 "Print-o-seal" gasket. Toss the cork, though, and use Silicon (or RTV, etc.) instead.
I only run the fel-pro 1250 gasket. never had a problem with one leaking.+1 for ordering from Summit.
The freebee ones they gave you are the universal "one size fits nothing" gaskets made out of an old pizza box painted black.
Just checking...when you put on the volt meter, was the engine idling or did you rev it? At idle it may not show any charge. You may need to get the alt spinning a little for it to energize and start charging.
