Any way to bench test a 65 rally pac tach? TIA

Not really.  The input is a transformer, so unless you have the equipment necessary to drive the tach with simulated ignition signals, it just ain't a gonna work well.  In fact, you can easily blow it out.  You can try to measure resistance across the leads, but that's all I would do.  You should see a very low resistance on DC signals.  It's really designed to be an AC meter, and there's not a good way to measure AC resistance with standard tools available around the house or shop.
