Well, went to the DMV to register the 65 yesterday. I was going to reg it as vintage which was going to make me use the butt ugly plates instead of YOM plates that are on it. Ok, this is a compromise I can live with.

Well, as usual no line and I walked up to the counter. The rep told me that if I wait until July the cost is lower and no safety inspection is necessary for registration. One of the other reps chimed in and told me that if I got pulled over I would need a safety inspection anyway.

Well, this is a mixed bag and I can not find the actual text of the details changing the safety inspection rules. I email a SEMA rep and asked this questions.

So, for now I will wait for July to reg the 65. I will also post updates when I hear back from SEMA and find the text.

For now what I am able to find is in July anything 30 years old or older is a "Vintage" car and exempt from safety inspection to register it. Any car over 40 years old will only have to pay a one time registration fee. I hope I read that right. 40 years old or older is exempt from safety inspection for registration.

I need to find out if the inspection paperwork is needed if pulled over. I think if this is conflicting then they will have to pass a resolution to clear it up.

My gut tells me the inspection will not be required even if pulled over because the officer can not require something that is not required for registration. ie. insurance cards are required when you register a car here.

I registered the 66 when I moved back to KS in 06. Registered for life with an antique tag. Only thing I have to pay is the prop tax every year - $12.00

I'll have to watch to see if you forget to pay the tax on it next year. Like to snatch it up at a tax sale if that were to happen.

Good luck on that! The County mails it to me every year and since there are less than 6,000 people in the entire county....not much chance of them forgetting!!

We haven't utilized the Vintage plates on our old stangs because we don't want to give up our personalized plates. But our son has vintage plates on three of his Mustangs. He doesn't have to get inspection and the fee is minimal each year.
Probably if you get pulled over and the officer notices a safety concern then you might have to get an inspection??

Joyce the law is changing July 1st.

If you personal plates are less than 5 digits you may be able to change them over.

The new law as far as I can tell is a lifetime fee.

Responsibility to have a safe vehicle is a separate issue from a safety inspection, at least in VA. If you have antique plates, you don't need an inspection, but if you have say a taillight out you can still get a ticket for that.

They way I read the new law, you have to certify that it is safe, which is different then having a safety inspection. The biggie here is that in another place in the vehicle code it says all vehicles must have a current safety inspection accompanied with the registration to present to any LEO if you are pulled over.

Oh, I forgot to mention it also covers "Hot Rods"....For instance if you build a Cobra replica and want to register it, before July 1st you would have to go through the hassle of registering it as a new car. You still have to register it as a new car, but you just have to certify it to be safe and in the part of the state that requires smog, you would be exempt. Basically you would follow the same rules as vintage except you would have to pay fees annually, where 40 years old and older there is a lifetime fee. I thought that was cool. You could do a Factory Five car and put a 460 in it with a wild build and register it as a "Hot Rod" and your registration would be a heck of a lot less and no safety inspection. This was done because I think the sponsor has a 32 roadster replica.....
