Adjusting hand brakes

Both manuals say to pull the lever until you hear the 3rd click. Then one manual says to tighten the cable until you hear the rear wheels starting to be grabbed by the brakes.  Yet the other manual says to tighten cable until you break 100# via a torque wrence at the rear wheel.   That seems to be a big difference to me.

I have never used the torque method. I start by adjusting all the slack out of the cables with the lever released. Then I do the third click thing and tighten the cable until the wheels do not turn. Then release and make sure the brakes are not dragging. Next is a real test to see if it holds.
