Power rack questions

I have a unisteer power rack on my car. For the most part is seems fine, turns ok when under power/moving, but at low speeds, 1-2 MPH it seems stiff and the pump will make some noise. The belt seems OK and there is plenty of fluid, could it be air in the system?
