taillight panel question

For anybody that has replaced the taillight panel, does the holes for the rear valance go below the rear trunk brace or is it suppose to line up with holes in it? I don't see any holes in my rear brace, but it's a repop so that may not mean much.

Are the holes about the size to fit a #8 screw? I believe the lower valence screws into the bottom of the rear support frame. It's been several years since I did this, and everything is pretty much hidden by the bumper.
 
Yes, that's about right. The rear trunk brace doesn't have any hole. I guess I need to look at the old stuff and see what it looks like.
