Broken Key and PATS system

I have a '98 Mustang with the PATS key. My kid broke the only key with the chip in it. He had the broken key taped to a non chip key and got by like that for a few years. Now I am driving the car. I find that if I hold the chip near the ignition switch for 3 seconds when the ignition is turned on, then I can take the chip away and the car will start. Does anyone know what is receiving the signal from the key? Is there a way to put the broken key inside the steering column where the receiver will always pick up the key chip signal. If so, then my non chip key will start the car without having to hold the broken key up to the ignition switch each time.
